Borders can wave to you if you are not careful
When adding a border to your quilt measure the quilt in the middle and on both sides.   Take the average of those three measurements and cut your border to that length.  It may be a little long or a little sort for the edge you are attaching it to, but ease it together.  As you can see from this picture, the piece was sewn on and cut off at the end, This is how much extra there was in a 15" space with two borders.   On a Queen size quilt that will be quit a bit to "work in"   Stretching one piece more than the other, working with bias, there are many reason this can happen.  Imagine how much longer the outside border could be if you gain 2 inches with each border and you put on 4 borders.   Now you have an outside border that is 8 inches longer than the middle of the quilt.   This will make for pleats and folds when it is quilted.  To avoid this, measure and cut before you sew.
